Frequently Asked Questions
-
What is the DOT return-to-duty (RTD) process?
The DOT return-to-duty process is required for CDL drivers who have violated federal drug or alcohol testing regulations. Before returning to safety-sensitive duties, the driver must complete an evaluation by a DOT-qualified Substance Abuse Professional (SAP), follow the SAP's recommendations, and receive a negative return-to-duty drug test or an alcohol test result below 0.02, as applicable. The process is governed by 49 CFR Part 40, Subpart O, and includes required follow-up testing after the driver returns to work.
-
What is Step 5 of the FMCSA Clearinghouse return-to-duty process?
Step 5 involves completing the required return-to-duty test after the SAP determines that the driver has successfully complied with the prescribed education or treatment. The employer or designated C/TPA arranges the test, and the employer or authorized C/TPA reports the negative RTD result to the FMCSA Clearinghouse. Once the required steps are completed and the Clearinghouse status is updated, the driver may become eligible to return to safety-sensitive duties. DOT Consortium offers Step 5 coordination, observed RTD drug testing and Clearinghouse reporting assistance.
-
How much does a DOT return-to-duty drug test cost?
A DOT return-to-duty drug test costs $100, including the required directly observed collection, laboratory testing and Medical Review Officer (MRO) review. Our Step 5 Package is available for $199 and includes additional coordination and FMCSA Clearinghouse reporting services. SAP evaluations, education or treatment, and ongoing follow-up testing are separate services.
-
How many follow-up drug or alcohol tests are required after returning to duty?
Under DOT regulations, the SAP must prescribe at least six unannounced follow-up tests during the first 12 months after the driver returns to safety-sensitive duties. The SAP may require additional testing for up to 60 months. Follow-up testing is separate from the employer's regular random testing program. Follow-up drug tests require directly observed collections. DOT Consortium provides follow-up testing administration, scheduling support and recordkeeping to help employers manage these requirements.
-
Can a CDL driver complete the return-to-duty process without an employer?
Yes. CDL drivers can complete the DOT return-to-duty process without an employer, even if they don't have a USDOT number. The FMCSA Clearinghouse allows drivers to register as owner-operators for this purpose. Once registered, you can designate Trucking Hub, LLC as your Consortium/Third-Party Administrator (C/TPA). You can then purchase our Step 5 Package, order your required directly observed return-to-duty drug test, and have the results reported to the FMCSA Clearinghouse. You must first complete your SAP evaluation and any required education or treatment before proceeding with Step 5.
