1. Our Services

DOT Consortium provides drug and alcohol testing program administration for trucking companies and owner-operators. Depending on the services purchased and authorizations provided, we assist with:

  • Consortium enrollment and random pool management.
  • Random selections and company notifications.
  • DOT drug and alcohol test ordering.
  • Collection-site selection and coordination.
  • Testing records and enrollment certificates.
  • Company-branded drug and alcohol policies.
  • Access to supervisor training resources.
  • FMCSA Clearinghouse queries and applicable reporting.
  • Return-to-duty and SAP follow-up testing administration.
  • Audit assistance and program documentation.

Services are provided through Trucking Hub and participating collection sites, laboratories, Medical Review Officers, and other service providers.

FMCSA does not approve or endorse individual consortium providers. Our services are designed to support applicable DOT and FMCSA requirements.

2. Account Registration and Access

You must provide accurate company, contact, billing, and driver information and keep that information current.

If you register on behalf of a company, you confirm that you are authorized to enroll the company, purchase services, and manage the information you submit.

You are responsible for protecting your login credentials, managing authorized users, and notifying us promptly of suspected unauthorized access.

Driver information and testing records must only be accessed or shared by people authorized to receive them.

3. Membership and Enrollment

Membership is purchased for the company and includes unlimited drivers and users.

Purchasing membership does not, by itself, complete every requirement necessary for a driver to begin safety-sensitive work. Driver participation may depend on required testing, verification of existing records, and completion of applicable enrollment steps.

An enrollment certificate documents program enrollment. It does not replace required testing, Clearinghouse queries, driver qualifications, or other employer responsibilities.

When transferring from another provider, you must supply the records needed to review and document the transfer.

4. Membership Fees and Renewals

Current membership prices are displayed on our Pricing page and at checkout.

Annual and three-year memberships renew automatically at the end of their respective terms unless canceled before renewal. Annual memberships renew every year, and three-year memberships renew every three years.

By purchasing a membership, you authorize us to charge your payment method for future renewals as disclosed at checkout.

You are responsible for maintaining current billing and contact information. Contact us to update your payment method or cancel future renewals.

Membership benefits remain included for the purchased term. Individual testing and optional service prices are not locked in for that term.

5. Testing and Additional Service Charges

Membership does not include individual tests or separately priced services.

Current charges are listed on our Pricing page. These include standard tests, observed collections, return-to-duty services, SAP follow-up administration, and optional Clearinghouse query services.

Standard DOT drug test pricing includes collection, laboratory processing, MRO review, and administration.

The observed collection charge is already included in the listed price of observed return-to-duty and follow-up drug tests.

SAP follow-up program administration is a one-time $100 fee per driver for the entire follow-up program. Individual tests are billed separately.

Any service requiring a separate quote will be identified before you authorize it.

6. Testing Invoices and Payment

Testing is invoiced monthly. Tests ordered during a month are generally included in an invoice emailed during approximately the first week of the following month.

Payment is due according to the terms stated on the invoice. You are responsible for charges incurred through your company account by authorized users.

Contact us promptly if you believe an invoice contains an error.

We bill the company for testing services, including SAP follow-up testing. We do not bill individual employees directly for their employer’s follow-up testing orders.

7. Cancellations and Refunds

Cancellations and refunds are governed by our Cancellation & Refund Policy.

There are no membership cancellation fees. Unless a refund is approved, cancellation stops future renewals and membership remains active through the paid term.

Three-year memberships are non-refundable if canceled before the term ends.

Test orders may be canceled without charge before the driver checks in and begins the collection process. Once that process begins, charges may apply even if collection is not completed.

Completed tests and services already performed are non-refundable. Canceling membership does not automatically cancel pending tests or remove outstanding charges.

8. Employer Responsibilities

Our services support your testing program. The employer remains responsible for meeting applicable DOT and FMCSA requirements, including when using a C/TPA or other service agent.

You are responsible for:

  • Keeping the driver roster and company contacts current.
  • Ensuring required testing and Clearinghouse queries are completed.
  • Notifying selected drivers and directing them to testing appropriately.
  • Maintaining required driver consents and authorizations.
  • Reviewing notifications, results, and outstanding requirements.
  • Making employment and safety-sensitive duty decisions.
  • Providing complete records when transferring a testing program or follow-up plan.
  • Maintaining required access to and retention of compliance records.

Where required, the employer must designate its own designated employer representative (DER). Trucking Hub does not act as the employer’s DER.

9. Random Testing

Random selections are conducted quarterly, with notifications provided to the appropriate company contact and through Trucking Hub.

You must monitor notifications, keep contact information current, and ensure selected drivers complete testing within the applicable requirements.

Selections must remain unannounced to drivers until they are directed to proceed for testing. A previous selection does not prevent a driver from being selected again.

10. Collection Sites and Test Results

Collection-site hours, appointment requirements, available services, and operating procedures vary by location.

Drivers must bring valid identification and follow the instructions for their order and selected collection site.

After-hours and weekend testing depend on an appropriate participating site being open and available. Access to a nationwide network does not guarantee 24-hour availability in every location.

Result turnaround times are estimates. Shipping, laboratory processing, additional testing, and MRO review can affect when results become available.

A test order or specimen collection does not establish a negative result. Employers must wait for the required verified results before making decisions that depend on them.

11. Optional Clearinghouse Services

Our Clearinghouse query service is optional. Carriers may continue conducting their own queries and upload results into Trucking Hub for recordkeeping and due-date tracking.

Our service fee is $5 per query. This does not include queries purchased directly from the FMCSA Clearinghouse. The carrier must purchase and maintain a sufficient query balance in its own Clearinghouse account.

To authorize us to perform Clearinghouse functions, designate Trucking Hub, LLC and grant the appropriate permissions.

Automated annual queries depend on an active service arrangement, accurate driver information, required consents, appropriate permissions, and an available FMCSA query balance.

You remain responsible for reviewing notifications and resolving issues that prevent a required query from being completed.

12. Return-to-Duty and Follow-Up Services

Return-to-duty testing requires completion of the applicable SAP prerequisites.

Our Step 5 Package includes the services identified on the package page. SAP evaluations, education or treatment, and ongoing follow-up tests are separate unless expressly included.

Follow-up testing is administered according to the SAP-prescribed plan. Complete SAP and testing records must be provided when transferring an existing plan.

Purchasing an RTD service does not guarantee a negative result, employment, license reinstatement, or eligibility to return to safety-sensitive duties.

13. Policies, Training, and Audit Assistance

The included Drug & Alcohol Policy is branded for your company. Its wording is not currently editable within the platform.

Employers are responsible for distributing required materials, obtaining acknowledgments, and implementing appropriate company procedures.

Supervisors must individually complete the applicable training and retain their completion records.

Audit assistance includes help with program records and documentation. It does not guarantee an audit outcome or constitute legal representation.

14. Records and Privacy

We handle information as described in our Privacy Policy and applicable requirements.

You must have authority to submit company and driver information and obtain any required notices, consents, or authorizations.

Contact us to request program records or coordinate a transfer to another service provider. Cancellation does not eliminate applicable record-retention or confidentiality obligations.

15. Acceptable Use

You may not use our website or services to submit false records, access information without authorization, interfere with system operation, compromise security, or engage in unlawful activity.

We may restrict access when reasonably necessary to address misuse, security concerns, or legal requirements. Any restriction remains subject to applicable obligations concerning records and confidentiality.

16. Service Availability and Limitations

We work to maintain reliable service, but availability may be affected by maintenance, technical issues, third-party outages, collection-site closures, or other circumstances outside our reasonable control.

If the platform is unavailable or a collection site cannot complete a required test, contact us promptly for assistance. An outage does not extend a regulatory testing deadline.

We do not guarantee uninterrupted access, a particular testing result, or a specific regulatory outcome.

To the extent permitted by applicable law, Trucking Hub is not liable for indirect, incidental, special, or consequential losses arising from use of the services. Nothing in these terms excludes liability that cannot lawfully be excluded.

17. Changes to Prices and Terms

We may update prices for future purchases and services. A price change does not alter charges for services already purchased or reduce the membership benefits included in an existing prepaid term.

We may update these terms as our services or requirements change. Revised terms will identify their effective date. Where required, we will provide notice or obtain agreement before material changes take effect.

18. Governing Law

These terms are governed by the laws of the State of Illinois, without regard to conflict-of-law principles, subject to applicable federal law and any rights that cannot be waived.
